Local 313's Harstene Island Recreational Property is located nineteen (19) miles from Shelton, Washington and is open to all active & retired Teamsters. The property is approximately eighty acres with beach access and several campsites including some R.V. sites with electricity. Oysters, fishing, swimming, horseshoe pits, kitchen, cabana, restrooms, children's playground and much more.
Bill Graham and his wife Diane are our caretakers at the island. Bill is a retired Local 313 freight driver and dedicated to taking care of the island property. When you visit the island be sure to introduce yourself to Mr. & Mrs. Graham.
If your group is planning a picnic remember Harstene Island can be rented. However, please call as many weeks in advance as possible. The summer months can be busy at times and many weeks are already booked.
Passes are available at Local 313 for ALL ACTIVE & RETIRED TEAMSTER MEMBERS! Active and Retired Members of other Teamster Locals may purchase an annual pass for $65 and Active and Retired Local 313 members pay just $50. Summertime at Harstene Island
MEMBERSHIP RULES
These rules are for your protection and are within the jurisdiction of the Executive Board of Teamsters Local 313.
1. Active dues paying members of Local 313, honorary members, retirees from Local 313, active members or retirees from other Teamster Locals and their guests are the only persons who may have access to the Harstene Island Property.
A. Proof of membership is required. This means members must have a current dues receipt or an authorized pass in their possession.
2. Members must register and display the required proof of membership as required by the Caretaker(s).
3. Members are responsible for picking up envelopes for themselves and their guests when entering the recreation property and for depositing in the proper place.
4. An annual pass can be purchased by Local 313 members and members of other Teamster locals.
5. Surviving spouse of an Active or Retired member will have access and may continue to use the recreational property in accordance with these provisions set forth until they remarry.
6. Retired members of Teamsters may continue to use the recreational property in accordance with these provisions as set forth.
7. No non-member groups will be allowed to park on the beach between the week prior to Memorial Day and after Labor Day.
8. Camp sites are available on a first come, first serve basis. The maximum consecutive period for which this property may be used for camping is fourteen (14) days, not to be unattended for more than twenty-four (24) hours. No unoccupied vehicles are to be left in waterfront spaces. If camper is left unattended for more than twenty-four (24) hours, it should be parked in designated storage area and a release form signed and turned in to the Caretaker prior to leaving.
9. Park only in areas designated by the Caretaker.
10. Clam digging by active Teamsters Local No. 313 members only. You must have a current clam digging license. No guests allowed to dig clams. No clam digging south of the boat launch. Cover all holes when digging clams. Limit seven (7) pounds or forty (40) clams, whichever comes first. A receipt is needed from Caretaker to remove oysters in shell from Island. EFFECTIVE JUNE 2007, NO CLAM DIGGING UNTIL FURTHER NOTICE. CONTACT CARETAKER IF YOU HAVE QUESTIONS.
11. Pets are welcome, but please keep them under control at all times. During the day they must either be on a leash of not more than six (6) feet in length, or confined to your vehicle. At night they must be kept inside and enclosed in a vehicle or tent. Pets must not be allowed to run loose at any time. Vicious or unusually noisy pets will not be allowed to enter or remain. Pets should not interfere with the comfort of others or endanger the wildlife. You must clean upafter your pets.
12. Fishing is permitted, subject to the Washington State Game & Fishing Laws.
13. Beach rules shall be governed by the Washington State Game & Fishing Laws.
14. Swimming at your own risk. No swimming by children under 18 years of age unless they are under the supervision of a parent or guardian. Children are the responsibility of their parents at all times.
15. Fires are permitted in designated areas only.
16. Do not burn bulkhead logs.
17. Burn all burnables.
18. Hunting and possession of loaded firearms or archery equipment is strictly prohibited.
19. Fireworks are not permitted except on Fourth of July in the designated areas.
20. No glass containers of any kind permitted on the beach.
21. Keep horses off beach and away from picnic area.
22. Bicycle riding is permitted during daylight hours only and in designated areas (roadways and trails away from camping areas). Bicycle riding around Clubhouse is not permitted.
Motorcycles will only be allowed if the driver is a camper and only drives his motorcycle to his camping area. Dirt-bikes or All Terrain Vehicles (A.T.V.) are not allowed on the beach or on the recreational property except those operated by the Caretaker and/or work party for union business.
23. Boat trailers are to be parked up on the hill or in designated area (as directed by Caretaker).
24. Please limit showers to three (3) minutes so others will have hot water.
25. Please turn off the lights in restrooms and kitchen when leaving.

ACTIVE TEAMSTER MEMBERS, RETIREES AND THEIR GUESTS
Effective June 1, 2006
1. Overnight camping is $10.00 per night for members of Local 313 and for Local 313 Retirees.
2. Overnight camping is $12.50 for all other Teamsters, their guests and guests of Local 313 members. Overnight camping for no longer than five (5) consecutive nights.
3. Annual Pass:
$50.00 - Local 313 Members & Retirees
$65.00 - Members/Retirees of other Teamster Locals.
4. All boats that tie up, anchor out, come ashore, or utilize the property are $5.00 per night.
5. If you park in a spot where electricity is available you will be charged $4.00 per night.
6. Oysters are $4.00 per dozen (a receipt is needed from caretaker to remove oysters in shell from island).
7. Ice is $1.00 per bag.
DAY PARTY AND CLUB HOUSE RENTAL PER DAY
For companies that have a contract with Local 313 and prior approval from Local 313.
All other Clubs that have prior approval from Local 313.
Note: For the weekend of the annual Local 313 Picnic, camping fee is waived for Friday and Saturday night for active Local 313 members only. The 2007 Member's only picnic for Teamsters Local No. 313 is Saturday August 18, 2007.
